Foreword

In November 2022, several of our consultants travelled to Lagos in order to develop a better understanding of the country’s general security environment - with a focus on the shifting criminal, and kidnap and ransom (hereafter referred to as K&R) landscape and hotspot locations. We also investigated how the upcoming presidential elections, and plans for a transnational oil pipeline, and other internal issues will have an impact on Nigeria’s security situation.

The following report is based solely on anonymised conversations between us and various local experts and commentators, to provide an ‘on the ground’ view of the situation from human sources. For this report, we have anonymised the source names with code names. We have split these findings out thematically and in some parts, supplemented our Nigerian intelligence with regional information to help provide some analysis we hope you will find useful.

In order to garner a holistic view of what has been happening, we engaged with individuals from a number of different sectors and backgrounds. These included local and international journalists operating in the country, security experts and political risk analysts, NGO workers, amongst others.

This report serves as the second edition in a wider series of ‘fact finding’ missions that AnotherDay, a Gallagher company, consultants will carry out in different hotspot locations around the world over the coming year.
